What are the federal regulations for electric bikes (PABs) in Canada?

In Canada,
electric bikes are officially defined as Power-Assisted Bicycles (PABs).

They must meet the following federal requirements:

  • Maximum Motor Power: 500 watts (continuous rated power)
  • Maximum Assisted Speed: 32 km/h (20 mph)
  • Pedals Required: Must have functional pedals for human-powered use
  • Permanent Label: Must display a manufacturer label stating compliance
  • Brakes & Lights: Must meet standard bicycle safety requirements
  • Helmet: Mandatory in most provinces


Compliant e-bikes are treated as bicycles — no driver’s license, registration, or insurance required.
